UvA opengov ICAI lab Workshop 2025
Under the guidance of researchers Jaap Kamps, David Graus, and Maarten Marx, over ten bachelor’s and master’s students from AI, Computer Science, and Information Science present their thesis research. The common thread: automation, scalability, and the application of AI and language technology at the intersection of public disclosure and information management.
Highlights from the programme
- Document references in parliamentary proceedings: Floris Bos (UvA/KOOP) developed a tool that automatically links unclear references to parliamentary documents to the correct record.

- Detecting and linking monetary amounts to context: David Kraakman demonstrates how amounts mentioned in debates are identified and semantically linked using language models like ChatGPT.
- Woo workflow for small public authorities: Jasper Hoogenhout created an open-source dashboard that streamlines the Woo request process, specifically designed for public bodies without dedicated IT resources.
- Improving accessibility of Woo documents: Gregory Slager shows how AI can automatically detect and fix WCAG accessibility issues, making government documents more digitally accessible.
- Chatbots and Woo documents: Maik Larooij presents how Retrieval Augmented Generation (RAG) technology enables citizens to chat with Woo documents via Woogle.
- Bias in LLM summaries: Kaan Sert developed a system to detect and correct systematic omissions in ChatGPT summaries of speeches.
- Synthetic NER training data with LLMs: Niels Barnhoon uses GPT as a ‘data factory’ to train BERT models on political entities in parliamentary records.
- Sentiment analysis on voting behaviour: Mark Broerse linked voting data on motions with debate texts to provide insight into party positions and polarisation through AI models.
